PROBLEM TO BE SOLVED: To provide a semiconductor integrated circuit in which labor is saved in the placement and design of power supply lines and the use efficiency of a chip area is enhanced. SOLUTION: The semiconductor integrated circuit having a plurality of circuit blocks comprises first power supply lines where upper parts of the plurality of circuit blocks in a first specified wiring layer are wired in a wiring density corresponding to each circuit block, second power supply lines wired in a specified wiring density on a second specified wiring layer located overlying the first wiring layer while covering the plurality of circuit blocks, and vias for connecting the first and second power supply lines formed at the intersections thereof when the first and second power supply lines are viewed while being superposed.
