SOLUTION: In the case that a server device (image collection distribution device) 10 downloads a road video image to a communication terminal 80 such as a personal computer possessed by the user via a communication network 100 such as the Internet, an intermediary enterprise 400 intervenes in the communication between the user and the server device 10. The intermediary enterprise 400 is provided with the relaying device, calculates the communication charge with respect to the communication and the information charge with respect to the road video image altogether and performs charging processing.
