A permanent magnet (22) provided at a rotor (2), has a rotary shaft (21) which is pivotally mounted to the shaft-holes (12,171) of a cap (17) and a stator (1). The rotor is actuated and rotated by mutually repelling the magnetic force produced between the permanent magnet and a coil (15) of the stator.
