PROBLEM TO BE SOLVED: To provide a heating device capable of shortening the warm-up time and securing fixing property and glossiness, and to provide an image forming device provided with the heating device. SOLUTION: A fixing device 1 being the heating device includes a heating roller 2, a pressure roller 3 provided to be opposed to the roller 2 and carrying recording paper 5 while holding it between the roller 2 and the roller 3, and a heating means 4 heating the roller 2. The roller 2 includes a 1st elastic layer 9 consisting of material having elasticity, a conductive layer 10 provided on the outer periphery of the layer 9, a 2nd elastic layer 11 provided on the outer periphery of the layer 10 and having elasticity, and a mold-released layer 12 provided on the outer periphery of the layer 11. By induction-heating the layer 10 of the roller 2 by the heating means 4, the warm-up time can be shortened. By providing the layer 11, the surface of the roller 2 has proper elasticity, so that the fixing property and the glossiness of a toner image on the paper 5 are made excellent.
