PROBLEM TO BE SOLVED: To reduce a leakage current in a sequence control circuit and logic combinational circuits. SOLUTION: A logic circuit block 2 in which a plurality of logic combinational circuits 3 to 5 for performing prescribed data processing are composed of a semiconductor element having a switching function of a low threshold and the sequence control circuit 1 composed of a semiconductor element having a switching function of a threshold higher than those of the semiconductors of the logic circuit block 2 are provided. The sequence control circuit 1 is provided with a regulator 11 for controlling a power supply voltage supplied to the respective logic combinational circuits 3 to 5 on the basis of a frequency of a clock signal supplied to each of the logic combinational circuits 3 to 5 of the logic circuit block 2.
