PROBLEM TO BE SOLVED: To provide a video mail apparatus which realizes services providing added values recognized by using and sets a service rate cheap to use. SOLUTION: The apparatus comprises a video image generator for taking a video picture to generate a primary digital video image, a digital video image processing means for giving a plurality of image special effects to the primary digital video image to generate a secondary digital video image, based on the discrimination result of the background area and moving areas of the digital video, and a means for selecting any one of the plurality of image special effects by the user, thereby generating a secondary digital video image modified by the image special effect selected by the user. The plurality of image special effects include advertising information insert options for inserting advertising information in the primary digital video image, and if the user selects the advertising information insert option, the service rate is discounted. |
