PROBLEM TO BE SOLVED: To quickly resume downloading of a system information after the downloading of system information is interrupted, without waiting for trigger instruction from a server. SOLUTION: If a Bootstrap message is transferred to a mobile communication terminal MS1 from a server SV, the Bootstrap message is preserved in a retry buffer of the mobile communication terminal MS1. If an IOTA function is interrupted before the downloading is started or during downloading, the mobile communication terminal MS1 executes the IOTA function again based on the Bootstrap message which is preserved at the timing instructed from a retry timer.
