PROBLEM TO BE SOLVED: To automatically build a network management model while flexibly dealing with the change of the network structure, thereby improving the efficiency and the serviceability of the network management control. SOLUTION: An apparatus information manager 11 acquires and manages apparatus information including the layer structure of the apparatus. A scenario manager 12 manages scenarios for building a network management model. A network management model builder 13 combines scenarios from the apparatus information to generate/change the network management model upon receipt of a network building request, thereby automatically building the network management model. A network management model memory manager 14 stores and manages the network management model.
