PROBLEM TO BE SOLVED: To produce a non-interlace image signal of little deterioration when an image signal of little correlation to the precedent and subsequent fields is inputted, in an interlace image signal, and prevent deterioration of picture image quality which is to be caused by that a picture element is isolated and different from periphery by influence of noise. SOLUTION: A movement detecting signal is delayed by one field (12), and magnified in the time direction (13), thereby detecting change of correlation to the precedent field and producing an adequate movement adaptive interpolation signal (7). The change of correlation is reflected on the mixing ratio of the movement adaptive interpolation signal and a moving vector image signal (14, 9), thereby restraining deterioration of picture image quality. By magnifying the movement detecting signal in the space direction (18), an isolated picture element is matched with peripheral picture elements.
