PROBLEM TO BE SOLVED: To provide a plasma display device that has high luminous efficiency and can be manufactured with high yield and its manufacturing method. SOLUTION: In the groove G2 of the display device, only a bus electrode 28 is formed embedded and a sustaining electrode 27 is formed flatly on top of it. The level difference of the thickness portion of the bus electrode 28 is absorbed inside the front glass substrate 11 and, on the front glass substrate 11 on the opposite side, only a sustaining electrode 27 is provided, and the level difference between the sustaining electrode 27 and the bus electrode 28 is eliminated.
