PROBLEM TO BE SOLVED: To manufacture a lattice barrier and a board having a lattice barrier at high precision and easily. SOLUTION: A first barrier 1 is formed by plastic deformation by pressuring the barrier forming composite using a barrier forming die made of metal, and after forming a protection layer on the top of the barrier, the unnecessary composite between the barriers are removed and calcinated. Further, the barrier forming composite is applied on top of it and dried, then a second barrier 2 is formed using a barrier forming die in the direction crossing at right angles the first barrier, and after forming the protection layer and removing the unnecessary portion and calcination, a barrier of lattice shape is formed.
