PROBLEM TO BE SOLVED: To attain stable video image changeover without the need for a complicated circuit for taking synchronization with a simple configuration and causing no disturbance in a video image at changeover. SOLUTION: Decoders (DEC) 12A, 12B separately receive synchronous digitized video signals distributed to two systems by each system by a digital video switching device (DVSW) 11 to apply decode processing to the video signals. Freeze devices (TBC: Time Base Corrector) 13A, 13B usually output the video signals subjected to decode processing as they are but apply freeze processing to the video signals according to an instruction from a changeover control section (FSC) 15 just before the video image switching by the DVSW 11. An analog video switching device (AVSW) 14 alternately switches the video signals received from the freeze devices 13A, 13B to output the result as an analog video signal 105 and outputs the video signal received from the freeze device (TBC) 13B as an analog video signal 106 without applying any modification thereto.
