PROBLEM TO BE SOLVED: To provide a building provided with an environmental disaster preventing function capable of making the crime and disaster prevention of each house effective by preventing disasters such as crimes and fires in a prescribed surrounding area, i.e., an environment, and forming a monitoring state as if policemen and firemen prevent and guard against crimes and fires of the building having possibility of suffering a disaster or crime and the whole surroundings of the building. SOLUTION: The system is provided with an image pickup device 4 using a solar battery as a power supply and capable of picking up images in a visual field including an opposed building 2 and ground 3 existing between the building 2 and the device 4.
