The present invention is a C-shaped plastic tubing cutter (10) having a C-shaped grasping portion (14) and a fixed cutting blade (16). The grasping portion (14) has an opening (26) for receiving the tubing (30) whereby the width of the opening (26) is measurably smaller than the diameter of the tubing (30) to permit snap engagement of the tubing (30) into the grasping portion (14) upon sufficient force and retention therein. In addition, the inner diameter of the grasping portion (14) can be measurably smaller than the outer diameter of the tubing (30) to promote securement of the tubing (30) within the grasping portion (14) to better facilitate precision cutting. Once engaged, a grasping bias force brings the inner surface of the grasping portion (14) into substantial circumferential contact with the tubing to again promote securement and cutting. The circumferential contact is greater than 50 percent, and generally less than 75 percent, of the tubing circumference.
