PROBLEM TO BE SOLVED: To obtain a substrate for an adhesive tape, which is a substrate for an adhesive tape, comprising a polyvinyl chloride-based film containing a plasticizer and a stabilizer, has excellent processability in rolling of a polyvinyl chloride-based film and excellent low-temperature flexibility and provides an adhesive tape having neither softening nor deteriorating and exhibiting safety to the human body when an adhesive layer is formed. SOLUTION: In this substrate for an adhesive tape, which comprises a polyvinyl chloride-based film containing a plasticizer and a stabilizer, the substrate for the adhesive tape comprises a polyester-based plasticizer and a chlorinated polyethylene and/or a methacrylic acid ester/styrene/butadiene copolymer but not a phthalic acid ester-based plasticizer as the plasticizer and hydrotalcite as the stabilizer.
