PROBLEM TO BE SOLVED: To solve the problem where a large overlap in opening/closing timing between an exhaust valve and an intake valve poses unstable combustion in an engine with a variable valve timing device. SOLUTION: The internal combustion engine has a flow control valve in a bypass bypassing a throttle valve, and varies the valve timing of at least either of the intake valve or the exhaust valve. During an idle operating state with the throttle valve fully closed, a difference between actual valve timing and target valve timing of the valve whose valve timing is variable, or a period length of overlap between the closing timing of the exhaust valve and the opening timing of the intake valve is detected, and the travel of the flow control valve is increased as the detected difference or period length is larger. An idle speed is checked in the idle operating state, and if the checked idle speed is high, the travel of the flow control valve is controlled to a smaller level.
