PROBLEM TO BE SOLVED: To easily provide a swirl disk for an injection valve at a low cost in which a perfect transmission part for the liquid, an inlet area 65, and an outlet area are provided, at least one outlet area 69 is formed in a lower bottom layer 62, a swirl passage 66 is provided, the swirl passage is opened in a swirl chamber 68, and the swirl chamber is provided in a swirl generation layer 61 formed on the upstream side of the bottom layer 62. SOLUTION: A first section 69a of a discharge opening 69 continuous to the immediately downstream side of the swirl chamber 68 has an opening width smaller than the width of the swirl chamber 68. A second section 69b of the outlet opening 69 having the opening width larger than that of the first section 69a is continuous to the downstream side of the first section 69a. A third section 69c of the outlet opening 69 having the opening width larger than that of the second section 69b is continuous to the downstream side of the second section 69b.
