PROBLEM TO BE SOLVED: To provide an organic base material having a gas-barrier coat which is excellent in adhesion to the base material and in gas-barrier properties to various gases such as oxygen and steam and an EL element using the base material. SOLUTION: A cured substance layer (A) of a cured coating composition (a) containing polysilazane is formed at least on one surface of the organic base material, and a gas-barrier layer (C) is formed on the surface of the layer (A) by a dry method to obtain the gas-barrier organic base material. The base material is used for the substrate and/or the protective layer of the EL element.
