PROBLEM TO BE SOLVED: To solve a problem of degrading the operation efficiency of a plant due to incapability of conveying material to an appropriate treating device in the case a plurality of lines are distant because of not considering conveyance time required to convey the material to the treating device although the material can be conveyed to the appropriate treating device to a certain extent in the adjacent state of a plurality of lines in the plant. SOLUTION: The evaluation value on the treatment of a plurality of treating devices is computed, and the evaluation value on the conveyance of material to a plurality of treating devices is computed. The treating device to be the object of conveyance is specified on the basis of the evaluation value on the treatment and the evaluation value on the conveyance.
