SOLUTION: A ventilating wall 5 is provided inside the outer wall to form an air layer 6. The lower part of the building is provided with an under floor ventilating opening 11 having an inflow/outflow control means for permitting air to flow from the outside of the building to the inside of the building, and the upper part of the building is provided with a roof ventilating opening 12 having an inflow/outflow control means for permitting air to flow from the inside of the building to the outside of the building. A heat medium duct 14 connected to a heat medium supply source for air-conditioning is buried in a floor concrete placing area 13. In winter, both ventilating openings are closed to supply the heat medium for heating to the conduit. The air of the air layer absorbs solar heat, and the air in the space under the floor absorbs heat from the heat medium. Warm air is naturally circulated in the building outside the living space. In summer, both ventilating openings are opened to supply the heat medium to the conduit. The air entering through the ventilating opening under the floor and cooled by the heat medium flows through the interior of the building to cool the living space, and flows to the outside through the roof ventilating opening.
