PROBLEM TO BE SOLVED: To provide a device in which a lock element is provided which is arranged between an impeller and its driving wheel, has a little required constitution space, and is manufacturable at low cost, the lock element not being affected by a centrifugal force, being insensitive to dust, and having a locked coupling part arranged between the impeller and the driving wheel and having a high rigidity, the device being used to an SOHC engine or an exhaust camshaft in multiple ways, by improving a device 1 for changing a control time of a gas exchange valve for an internal combustion engine, in particular, a rotating piston adjusting device for adjusting a rotation angle of a camshaft with respect to a crankshaft. SOLUTION: The lock element 14 is constituted to be a uniformly cylindrical lock pin over its entire length, and be arranged inside an axial direction hole 17 inside an impeller boss of the impeller 3. A vertical axis of the axial direction hole has a smallest possible space with respect to a vertical center axis of the device 1.
