PROBLEM TO BE SOLVED: To enable detecting means 20, 120 to always detect floats 18, 118 even in zero or very small amount of temporal flow rate, when flow rates of a fluid flowing inside hollow tubes 4, 104 are a prescribed value or less. SOLUTION: The float is stopped at an initial position when the flow rate of the fluid flowing inside the hollow tube is the prescribed value or less, and float is moved in response to an amount exceeding the prescribed value when the flow rate of the fluid flowing inside the hollow tube exceeds the prescribed value.
