PROBLEM TO BE SOLVED: To restrain an increase in the rotation speed of a steam turbine than when reducing only the quantity of the steam flowing into a single turbine. SOLUTION: In a system which drives the rotation of a generator 18 by a high pressure turbine 12, an intermediate pressure turbine 14 and a low pressure turbine 16, each of a steam governing valve 34 and an intercept valve 36 is controlled to a completely closed state and each of dump valves 44, 46 and 48 is also controlled to a completely opened state after cutting off the load of the steam turbine to exhaust the gas existing downstream of the steam governing valve 34, the intercept valve 36 and the intermediate pressure turbine 14 to a condenser 20 for reducing the quantity of the steam flowing into the steam turbine 12, the intermediate turbine 14 and the low pressure turbine 16.
