PROBLEM TO BE SOLVED: To provide a safe hand rail formation device for a high-speed moving walk. SOLUTION: This hand rail formation device includes a protection safety assembly 22 having a moving member 23 and detector means. The moving member 23 is configured in the following manner. The member 23 covers the downstream end 18 of a device 15, and in a reduction safe zone C, the member 23 is placed at an upper portion of hand rail elements 1 and 6, and driven by a foreign material that is pulled by the hand rail elements 1 and 6, in the same direction 21 and at the same speed as the hand rail elements 1 and 6 along substantially horizontal passage. The detector means detects a predetermined displacement of the member 23 to the direction 21 and stops at least the device 15.
