PURPOSE: A gain flattening device for an optical amplifier is provided to easily flatten the gain of an optical amplifier by patterning gratings on an optical waveguide by a voltage and adjusting the refractive index. CONSTITUTION: The gain flattening device comprises a photosensitive optical waveguide(23) applied to a core(14) of a photosensitive optical fiber to pass an optical signal. The gain flattening device also comprises electrodes(21) disposed in regular intervals along the optical waveguide(23). The electrodes(21) include a variable voltage source(22) for changing a potential applied to the optical waveguide(23) by providing a variable voltage to the electrodes(21), thereby changing the refractive index. The optical waveguide(23) is made of a photosensitive material LiNbO3.
