PROBLEM TO BE SOLVED: To minimize operation of a chip discharging device for realizing both of automatic discharge of chips by the chip discharging device and prevention of deterioration in machining precision and surface quality deteriorated in accordance with operation of the chip discharging device. SOLUTION: A chip discharging rule deciding whether operation of the chip discharging device is allowed or not according to a command described in a machining program is previously defined, and in operation of the machining program, operation of the chip discharging device is controlled according to the chip discharging rule.
