PROBLEM TO BE SOLVED: To provide a general-purpose dry raised structure and its construction method not imposing a heavy burden of structural strength on a skeleton. SOLUTION: In this dry raised structure and its construction method, level adjusting flanges 12 are connected to base anchors 11 fixed onto floor backing 10 at prescribed spaces, and a sleeper panel 13 formed of a synthetic resin foam is placed on the level adjusting flange 12 after level adjustment. The sleeper panel 13 is fixed to the level adjusting flange 12 by a bolt 15 through a sleeper member 14 fitted into a groove provided in the sleeper panel 13.
