PROBLEM TO BE SOLVED: To obtain a lithographic printing original plate, which develops no scumming as an offset original plate, with which a large number of sheets of printed matter having clear images with neither omission nor distortion of the images can be printed, and which has favorable water retention. SOLUTION: In the lithographic printing original plate having an image receiving layer on a water resistant support, the image receiving layer has a surface graft hydrophilic layer including a bonding resin made of a composite of acicular filler particles, a resin including bonds connecting metal and/or semimetal atoms together through oxygen atoms and an organic polymer including a group being formable a hydrogen bond with the resin under the condition that a polymer compound having at least one hydrophilic functional group is chemically bonded to the image receiving layer.
