PROBLEM TO BE SOLVED: To provide an outside thermal insulating structure capable of solving such problem that a resin foam is usually connected to the surface of a skeleton, and after a substrate layer such as a cement mortar, a resin mortar or the like has been mounted on the surface thereof, a finish paint is applied thereon to form a finished layer adopted as a main structure and that the external appearance or water proofing property is impaired without preventing the occurrence of a crack between the substrate layer and the finishing layer by stress resulting from difference of linear coefficient of expansion between members by the expansion of the substrate layer and temperature difference. SOLUTION: Furring strips 2 are fixed to the surface of the skeleton 1, and after a noncombustible board 4 has been driven to the furring strips, a thermal insulating paint is applied on the surface of the noncombustible board to form the substrate layer, and the usual problem can be solved by the outside thermal insulating structure constituted by applying the finish paint thereon.
