PROBLEM TO BE SOLVED: To provide a device and a method for manufacturing a quartz oscillator capable of increasing a flatness by preventing the face of the oscillator from being formed in a concave lens when the quartz material plate is polished, and the quartz oscillator manufactured by the manufacturing method. SOLUTION: In this device for manufacturing the quartz oscillator, the polishing area of the quartz material plate 2 is polished by polishing abrasive grains injected at a high pressure to thin a thickness. A flow velocity averaging mask 3 installed ranging from the outer edge to the center of a flow passage 8 for the polishing abrasive grains injected at the high pressure is installed in the flow passage 8 at a specified position between an injection port 9 for the polishing abrasive grains and the quartz material plate 2. When the quartz material plate 2 is polished to reduce a thickness, the quartz material plate 2 is rotated in a plane vertical to the injecting direction of the polishing abrasive grains.
