PROBLEM TO BE SOLVED: To provide a heat source panel capable of reducing uneven temperature of a floor finishing material laid on a heat source panel, its manufacturing method and a hot water type floor heater. SOLUTION: In this heat source panel, hot water pipe 3 is buried in a groove 1 of a board 2 having the groove 1 opened upward. The opening of the groove 1 is blocked up with an upper soaking plate 4 disposed on the substantially overall upper surface of the board 2 to form the floor heating panel B. A layer of a lower soaking plate 5 is provided in the board 2 of the floor heating panel B to form the base of the groove 1, the edge of the lower soaking plate 5 is extended over the side of the base board 2. The extended part is disposed in contact with an upper soaking plate 4' of the floor heating panel B' laid adjacent thereto.
