PROBLEM TO BE SOLVED: To provide a manufacturing method and a manufacturing device of stabilizing-treated soil for allowing a medical fluid to penetrate into the soil to be treated packed in a mold under fixed constraint, and allowing a confining pressure to function also at the curing time, capable of easily taking out the specimen, and having no dispersion of a sample. SOLUTION: Dry sand is inputted into the mold having the upper and lower parts fixed by flanges, and a piston 17 is lowered up to a prescribed height, and an injection valve 6 on the lower part and a discharge valve 5 on the upper part are opened. After replacing a gap in the mold with carbon dioxide, dearated water is allowed to penetrate into the specimen, and after injecting the medical fluid to displace therewith, the specimen is cured in a thermostatic chamber and then taken out.
