PROBLEM TO BE SOLVED: To provide a vermin damage-preventing apparatus that can be simply and surely mounted on a seedling of the needle-leaved trees planted even in the snowy area and can inhibit vermin damage for the growth period (for 4-5 years), as it protects the seedling from the outer forces, for example, winds, rains, snows, and the like. SOLUTION: The vermin damage-preventing apparatus is made of a biodegradable nonwoven fabric in which the almost cylindrical upper protecting part covering the upper part from the lowermost branch up to the upper foliar part and the almost cylindrical lower part protector covering the lowermost branch of the seedling up to the lower stem part are connected through the disc-shaped connecting part that has a central stem-inserting hole bored and a broken part from the insertion hole to the radial direction so that the joint part provided in the lengthwise direction on the peripheral walls of the upper and lower protecting parts, the broken part of the connector may be set on an almost same straight line.
