PROBLEM TO BE SOLVED: To provide a vehicle seat cooling device for rapidly cooling a vehicle seat in high temperature, and to provide a child safety seat which is provided with the vehicle seat cooling device and does not give an unpleasant feeling to a child in the vehicle. SOLUTION: The child safety seat 30 is provided with the vehicle seat cooling device 10 which includes a cooling part 12 having a Peltier element as a cooling body, a heat conductive seat 22 connected to the endothermic side of the cooling part 12, wiring 14 for energizing the cooling part 12 (Peltier element) and a terminal plug 24 which is provided at the end of the wiring 14 and connected to a socket for a cigar lighter. The cooling part 12 and the heat conductive seat 22 are buried into the child safety seat 30. When the child safety seat 30 is heated to be in high temperature, the vehicle seat cooling device 10 is operated to directly and rapidly cool the seat 30.
