PROBLEM TO BE SOLVED: To realize a smooth information providing service while supporting an information requester to select a proper behavior. SOLUTION: A congestion calculation device 4 calculates a prediction result of a call loss rate and a mail waiting time on the basis of a rejection number of times and a success number of times of a connection request sent from a phone connection device 2 interconnecting a requester terminal 1 to a provider terminal 6 by a phone call, an electronic mail transmission time from the requester terminal 1 sent from a mail connection device 3 interconnecting the requester terminal 1 to the provider terminal 6 by means of electronic mail and an electronic mail return time from the provider terminal 6 to the requester terminal 1 and a congestion providing device 5 provides the calculated result to the requester terminal 1 to give a guideline to the information requester for selection and decision of its proper behavior.
