PROBLEM TO BE SOLVED: To solve such problems that the measuring place is restricted because of the measurement is large-scaled, and easy and prompt measurement of a thermal index is difficult and the cost becomes high. SOLUTION: A measuring section is constituted by integrating a temperature sensor for measuring black-bulb temperature, an atmospheric temperature sensor and a humidity sensor. A calculating and indicating section is constituted by integrating a calculating means for calculating the thermal index based on the outputs from the respective sensors and indicating the thermal index obtained from the calculating means. The measuring section and the calculating and indicating section are integrally connected. The black-bulb uses a semi- spherical black bulb, which can realize highly sensitive and quick temperature equiriblium and high cost-merits.
