PROBLEM TO BE SOLVED: To provide a highly reliable horizontal speed regulator superior in manufacturing and maintaining properties with a miniatuarable speed regulating spring leading to the miniaturized whole speed regulator. SOLUTION: A speed regulator link mechanism which is displaced by centrifugal force on a rotary weight 19 is provided with a balancing weight 30 in addition to the speed regulating spring 26 for generating balancing force against the centrifugal force. When the speed of a car is less than a predetermined speed, the motion of the speed regulator link mechanism is controlled only by the balancing force of the balancing weight 30, and when the speed of the car is not less than the predetermined speed, the motion of the speed regulator link mechanism is controlled by both the balancing force of the balancing weight and the balancing force of the speed regulating spring 26.
