PROBLEM TO BE SOLVED: To provide a system and a method capable of formatting contents for publication. SOLUTION: Content items expressed in the form of a text file is converted into a non-discriminate mark-up file by a method and a device for formatting the content items. The content items expressed in the form of the non- discriminate mark-up file are converted into a discriminate mark-up file. A large number of identification tags related to a large number of content elements are included in the discriminate mark-up file.
