PROBLEM TO BE SOLVED: To plan an appreciable operation of energy supply equipment with a heat storage tank in shorter time. SOLUTION: An operation planning system for energy supply equipment comprises a demand inputting means 22 for inputting energy demand, a heat storage tank heat input/radiation stage storing means 23 for storing a heat input/radiation stage corresponding to a heat storage level of the heat storage tank, and an operation optimizing means 24 for determining an operation plane of the energy supply equipment. A heat storage volume of the heat storage tank is divided into a plurality of heat storage levels, and a heat storage tank heat input/radiation volume is divided into one or a plurality of heat radiation stages. An operating point is computed so as to minimize any one or more of an energy consumption cost, a CO2 -converted generation volume and an energy-consumption-converted volume corresponding to each heat storage level at each time.
