PROBLEM TO BE SOLVED: To provide a surface treatment method which can efficiently and annularly treat the surface only of a predetermined area in an axially central part of an outer surface of a columnar or tubular article to be treated, without reducing the productivity, and enables compaction of the apparatus, and to provide the apparatus. SOLUTION: The apparatus has a structure equipped with a housing vessel 1 having a housing hole for releasably housing a piston head P from the top of the hole. The inner surface of the axially central part of the housing hole in the housing vessel 1 is provided with a pair of upper and lower annular seal members 4 and 4 which come into contact with the outer surface of the upper and lower boundaries k and k for sealing. The upper and lower boundaries k and k determine a top ring channel part 10 to be surface treated, on the piston head P which is inserted. An annular reaction chamber 7 for retaining and circulating a rinsing water, is formed between the outer surface of the piston head P between the pair of annular seal members 4 and 4, and the inner surface of the housing hole of the housing vessel 1.
