PROBLEM TO BE SOLVED: To suppress image quality deterioration in the case of applying re- encoding to image data including a repeated frame or a skipped frame caused by taking frame synchronization using a frame synchronizer when MPEG 2 encoding information is superimposed on or attached to image data in order to efficiently conducting re-encoding at reproduction of an MPEG 2 stream. SOLUTION: When an out of frame synchronism detection circuit 1 detects out of frame synchronism on the basis of a Temporal Reference value of MPEG encoding information 101, an encoding control circuit 14 of an MPEG 2 re- encoding circuit 2 changes a type of a required picture, encodes the picture only in a GOP causing out of synchronism, and the MPEG 2 re-encoding circuit 2 ordinarily generates an MPEG 2 stream by using the MPEG encoding information 101.
