PROBLEM TO BE SOLVED: To provide a moving picture decoder capable of efficiently applying filtering processing to a moving picture to reduce distortion included in the moving picture in a decoding processing of the moving picture. SOLUTION: The moving picture decoder 1 discriminates whether or not each block of the moving picture satisfies a prescribed condition. When the prescribed condition is satisfied, no post filtering processing is applied to the block. The prescribed condition is a condition under which blocks indicating a low effect of the post filtering processing are discriminated. Thus, the decoding processing of the moving picture can relieve the processing load required for the post filtering processing so as to attain high-speed processing and reduce the power consumption.
