<p>PROBLEM TO BE SOLVED: To provide a code amount control unit and a method therefor which can encode read image data with at most the previously set amount of codes by reading the image data only once, and can maintain uniformity of image quality over the whole image data when the encoded image data are outputted. SOLUTION: In a color image encoding part 16, an input image in a block unit are converted to frequency component data and then encoded, thereby forming bit planes constituted of a plurality of hierarchies. In a monitoring part 18, a bit plane having a prescribed number of hierarchies is extracted from the formed bit planes. The accumulated amount of codes of the extracted bit planes is calculated. The number of hierarchies of a bit plane to be extracted is changed on the basis of the calculated accumulated number of codes and a prescribed target amount of codes. In a data transfer control unit 20, only the bit planes having the same number of hierarchies are extracted and outputted.</p> |
