PURPOSE: A civil affair application processing system is provided to enable a civil affair applicant to load a civil affair application form at an intermediation web site and receive a civil affair processing result from the intermediation web site by efficiently using online and offline media. CONSTITUTION: A civil affair applicant sends a civil affair application form to an intermediation web site. The intermediation web site checks whether the sent application form is relevant to the civil affairs. The intermediation web site offers the application form to a corresponding organization or agency via an offline media, e.g., a facsimile, and receives the civil affairs processing result from the organization or agency via the offline media. The web site offers the civil affairs processing result to the civil affair applicant over an online network.
