PROBLEM TO BE SOLVED: To provide an electronic watermark embedding device that generates an authentication code from an area including an important area and avoids an electronic watermark from being embedded in the important area so as to detect the interpolation applied to the important part and so as not to deteriorate the image quality. SOLUTION: The electronic watermark embedding device of this invention includes an embedded side authentication code generating means 111 for generating an authentication code from received image information and an electronic watermark embedding means 112 for embedding the authentication code to parts other than the important area in the image information and providing an output. Further, the electronic watermark detection device includes a detection side authentication code generating means 131 for generating the authentication code by the same algorithm as that for the embedded side authentication code generating means 111 from the image information, an electronic watermark detection means 132 for detecting the authentication code from the parts other than the important area in the image information and a comparison means 133 for comparing the authentication code of the embedded side with the authentication code of the detection side to provide an output of the comparison result.
