PROBLEM TO BE SOLVED: To provide a solid electrolytic capacitor that is high in capacitance and excellent in high-frequency responsiveness and mountability. SOLUTION: Through holes 2 are formed in a valve-metal sheet 1, and a resist film 11a is formed on one surface of the sheet 1 except the holes 2. After another resist film 11b is formed on a prescribed portion of the other surface of the sheet 1, insulating films 3 are formed on the internal surfaces of the through holes 2 and the portion of the other surface of the sheet 1 where the resist film 11b is not provided. Then, after the resist film 11a formed on one surface of the sheet 1 is removed and porous sections 6 are formed on the surface of the sheet 1 by etching, dielectric coating film 9 are formed on the porous sections 6, solid electrolyte layers 10 are provided on the films 9 and the internal surfaces of the through holes 2, and through-hole electrodes 4 are provided in the holes 2. In addition, after current collecting layers 7 are provided on the electrolyte layers 10, openings 12 through which aluminum is exposed are formed by removing the resist film 11b, and connecting terminals 5 are formed in the openings 12 and the exposed surfaces of the through-hole electrodes 4.
