PROBLEM TO BE SOLVED: To solve the problem that a development period becomes long in conventional systems because process designing up to evaluation is performed sequentially, that a process parameter required for satisfying the specifications of a semiconductor integrated circuit cannot be obtained and that the parameter cannot substantially be fed back to the process design. SOLUTION: A development system is provided with a process composition system used to composite the process parameter for semiconductor integrated- circuit production and a library composition system used to composite a library for a semiconductor integrated-circuit design, process parameter data on a common format is used between the systems, and the process parameter, the library and the semiconductor integrated circuit design can be developed simultaneously.
