PROBLEM TO BE SOLVED: To provide a volume controller for telephone set in which erroneous operation is reduced when there are a plurality of volume control items. SOLUTION: When volume up/down operation is performed by a first volume control operating means 30 during speaking with a receiver 4, a control part 37 controls the volume of an electronic volume part 7, and increases/decreases a received volume in a receiving loudspeaker 5. When the volume up/down operation is performed by the first volume control operating means 30 during speaking in a hands-free speaking mode, the volume of an electronic volume part 13 is controlled and the volume of speaking from a loudspeaker 11 is increased/decreased. When there is call incoming and volume up/down operation is performed by a second volume control operating means 33 while ring back tones are sounded from the loudspeaker 11, the volume of the electronic volume part 13 is controlled and the volume of ring back tones from the loudspeaker 11 is increased/decreased.
