PROBLEM TO BE SOLVED: To provide a data recording and reproducing device and a data recording and reproducing method capable of reproducing a part recorded, for example, several minutes to dozens of minutes before in the same file data while making it unnecessary to interrupt recording of the whole file data. SOLUTION: If preparations are made and a recording operation is available in a video data recording and reproducing device 5 side, a video data input device supplies (n-1) pieces of serial video file data through a data transfer system network 10 with control of a system controller 9. First, serial digital video data inputted to SD I/Fs 201 , 202 ,...20(n-1) in inputting parts 121 , 122 ,...12(n-1) are supplied to buffer memories 231 , 232 ,...23(n-1) through data formatters 211 , 212 ,...21(n-1) . The buffer memories 231 , 232 ,...23(n-1) temporarily store the video file data and then, send the video file data to a readout recording and reproducing part 13.
