PROBLEM TO BE SOLVED: To solve a problem that it is conventionally difficult to put on valid information by reducing null TSP existent for each hierarchy and that a transmission band can not be sufficiently used since each of hierarchies has a bit rate margin for hierarchy transmission. SOLUTION: When a hierarchy A is designated from a multiplex frame generating part 5, the presence/absence of a TSP in a buffer 3a for hierarchy A is confirmed by a multiplex TSP control part 6 and when there is the TSP, that TSP is outputted to a multiplexing part 8 but when there is no TSP, the presence/absence of a TSP in a buffer 3b for hierarchy B is confirmed. When there is the TSP, that TSP is outputted to the multiplexing part 8 but when there is no TSP, the presence/absence of the TSP in a buffer 3c for hierarchy C is confirmed. When there is the TSP in the buffer 3c for hierarchy C, the TSP is outputted to the multiplexing part 8 but when there is no TSP, the null TSP is outputted from a null TSP generating part 7 to the multiplexing part 8 and multiplexed. Thus, null packets can be collected on the specific hierarchy.
